The Council for Exceptional Children and Adults, Inc. is a private, nonprofit health service agency providing Residential and Individual Support Services to physically handicapped, Intellectually and developmentally disabled persons, and their families in Western Maryland.

CECA is regulated by the Developmental Disabilities Administration (DDA) and licensed by The Office of Health Care Quality (OHCQ).

Since 1982, The Council for Exceptional Children and Adults, Inc. has provided innovative community living alternatives and supports for adults and children with disabilities. CECA offers services to enable individuals to live as independently as they are able, and to participate in community life to the greatest extent possible.
